What are energy efficiency works?
Clients who are eligible for ECO4 may be eligible to receive partially or fully funded measures including home insulation, heating replacements and upgrades, and renewables.
Example measures that could be installed include:
Loft insulation
Internal wall insulation
Underfloor insulation
Air Source Heat Pump
Heating controls
Cavity wall insulation
Room-in-roof insulation
Solar PV
Boiler replacements
External wall insulation
Flat roof insulation
Electric Storage Heaters
First-time central heating
It is important to be aware that the measures offered vary depending on the needs of the property. Contractors will conduct an assessment on your property to determine which measures are most suitable based on guidance they receive from OFGEM. They are trained to establish which measures can be installed at a given property, based on its construction, EPC, fuel type etc.

(ECO4)
What is ECO4?
The Energy Company Obligation phase 4 (ECO4) is a government initiative designed to support vulnerable households access funding for energy efficiency works in their home. The funding stream is administered by OFGEM.

To be eligible for ECO4, you should meet all of the following:
Be a private tenant or homeowner and live in the property**.
Have an EPC (Energy Performance Certificate) of E-G*
Have off gas heating or an older and non-condensing boiler (E.g. non-condensing combi boiler, back boiler, or standard boiler).
Be looking for one of the following measures:
- Solid Wall Insulation,
- Renewable heating system,
- First Time Central Heating,
- Connection to district heating.

**If you are a private tenant and living in the property, landlord consent and financial contribution is required – subject to measures installed.
ECO4 Resident eligibility criteria:
If you are on one of the qualifying ECO4 benefits, you are eligible for the scheme.
ECO4 qualifying benefits:
Income based jobseekers’ allowance (JSA)
Income related Employment & Support
Income support (IS)
Pension Credit Guarantee Credit
Pension Credit Savings Credit (New to ECO4)
Working Tax Credit (WTC)
Child Tax Credit (CTC)
Universal Credit (UC)
Housing Benefit (New to ECO4)
Warm Home Discount Rebate (New to ECO4)
If you are not receiving one of the above ECO4 qualifying benefits then there are alternative ways (called ECO4 LA Flex) that you may be eligible only if you are in the following districts:
Gedling and Newark and Sherwood are not taking part in the above ECO4 LA Flex, so to be eligible in these areas you need to be receiving one of the ECO4 qualifying benefits listed above.
Other Criteria:
If you are not eligible based on receiving the above benefits, the scheme has some additional routes. These can include:
Having a combined household income below £31,000 from everyone aged over 18 in the property AND being the owner occupier with an EPC D to G OR an EPC E to G for private tenants.
OR
Having an NHS referral for a long term illness or disability that is made worse by living in the cold
If you do not meet the criteria for the property, their are other proxies in which clients can make clients eligible. Examples of these include living in certain area; receiving a reduction on your Council Tax; your household receiving free school meals and more. To check eligibility, we may need to ask you questions about income, and seeing proof of benefits or bank statements, or medical letters. This is all managed safely and securely in accordance with our privacy policy.

How do I Apply?

What should I expect if I apply for ECO4?

Nottingham Energy Partnership will go through a home and wellbeing assessment form with you to check your eligibility against the ECO4 criteria, as well as offer you any other services that you are eligible for.

Once we have checked your eligibility for ECO4 we will then send you through to one of our contractors who will get in touch with you within the following week to explore what is available to you through ECO4.
At this point we would expect them to ask you questions about your heating system and insulation in your property. Additionally, they will be doing a desktop survey to establish how they can help you within the parameters of the scheme.

Once the contractors have confirmed your eligibility, they will book you in for a survey to make sure that the property is technically suitable for the measures that you have discussed on the phone.

If you have gone straight through ECO4, the installation can be booked in.
If you are going through the ECO4 LA Flex routes, then you will need to provide evidence of your eligibility to the contractor when they do the assessment as well as certain other documentation. This may include: a council tax bill (to demonstrate how many people live in the property), a tenancy agreement if you are renting the property, a signed document by yourself or by the landlord, and Bank or pension statements. This will then get sent to your council to be signed off in order for the installation to proceed.
